El sistema federal y la regulación de los servicios públicos en la Argentina

Abstract

Trata dos serviços públicos na Argentina, examinando sua regulação e a distribuição de competências entre as províncias e o Estado.

"The proper functioning of the federal system of government - a cooperative and harmonious federalism - is linked with the constitutional principles of democracy and liberty. In its pursuit, with a view to the general welfare, the activities normally associated with the notion of public services play a leading role due to their direct impact on quality of life of the population. For this reason, their analysis shows it in a genuine way the crisis of the foundations of the federal organization. It will be examined the regulation of public services in Argentina Republic, placing the regulatory authority in the distribution of powers made by the Constitution, between provinces and national government, under a system of organization that aspires to federalism. Then I will be analyzed the relevant notes that present, in their implementation, the public services."
