Visa apresentar as mudanças nos papéis exercidos pelos poderes republicanos, apresentar as formas como estes poderes ultrapassam seus limites estabelecidos, e propor soluções a estes problemas. First of all, the present work tries to demonstrate the role changing among republican powers, present the ways in which such powers overstep their established limits, and propose solutions to these problems.
